Our team spearheaded a Commercial First Acquisition Strategy via the DNDO Human Portable Tripwire (HPT) and Small Vessel Standoff Detection (SVSD) programs, which included Cooperative Research & Development Agreements (CRADA), Operational Pilots, and tailoring of the Systems Engineering Life Cycle (SELC) to accelerate the fielding of Commercial-off-the-shelf (COTS) systems. Both programs were executed as a joint effort with United States Coast Guard (USCG), United States Customs and Border Protection (CBP), Transportation Security Administration (TSA), Federal Law Enforcement Training Center (FLETC) and Department of Energy (DOE). The HPT and SVSD programs are fielding next generation systems and were recognized as the DHS Program Manager of the Year in 2015.
Our team supported the HPT TSA Operational Test (OT) at FLETC in Charleston, SC and Laredo, TX in support of TSA, USCG and CBP Visible Intermodal Protection and Response (VIPR) Teams. Our team also developed and coordinated the HPT Test & Evaluation Master Plan, approved at SES level (TSA, DNDO, CBP, USCG). We also led the development and coordination of multiple test integration working groups in support of the Human Portable Radiation Detection System’s Basic Handheld OT Plan, which included Test & Evaluation with primary component representation from TSA, CBP, USCG, PNNL, APL and SRNL.
